Governing a Great Nation

治大国若烹小鲜。
以道莅天下，其鬼不神。非其鬼不神，其神不伤人。非其神不伤人，圣人亦不伤人。夫两不相伤，故德交归焉。

Translation
Governing a great nation is like cooking a small fish. Do not overdo it. When the world is ruled by the Way, ghosts lose their power. Not that ghosts have no power, but their power cannot harm people. Not that their power cannot harm people, but the sage also does not harm people. When both do not harm each other, virtue returns to all.
