The Best Leader

太上，下知有之；其次，亲而誉之；其次，畏之；其次，侮之。信不足焉，有不信焉。
悠兮其贵言。功成事遂，百姓皆谓我自然。

Translation
The best leader is one whose existence is barely known by the people. Next, one who is loved and praised. Next, one who is feared. Next, one who is despised. When trust is lacking, there is distrust. The sage is sparing with words. When the work is done and the task accomplished, the people say, 'We did it ourselves.'
